Program Benefits

 

The Louisiana Revolving Loan Fund Program helps Louisiana-domiciled public entities implement eligible energy-efficiency and renewable-energy projects at public facilities. Through low-interest-rate financing and program guidance, the Program provides the resources needed to move projects from planning and development through completion. Loans are administered through the Louisiana Public Facilities Authority (LPFA). LPFA charges a 2% loan closing fee and an annual servicing fee of one-half of one percent (0.5%). C&E charges simple interest for the life of the loan, up to 10 years or until paid in full. Interest rates for new loans are reviewed each June and established for C&E's fiscal year beginning July 1. Once a loan closes, the applicable interest rate remains fixed for the life of that loan. Interest is calculated from the loan closing date using a 360-day year, and borrowers may repay their loans early without penalty.

 

How To Submit

 

  • Electronic only — Submit one complete electronic application by email to larlf@la.gov. Hard-copy and CD submissions are no longer required.
  • Signature — The application must be signed by an individual authorized to bind the applicant. A scanned or electronic signature is acceptable.
  • Timing — Applications are accepted on a continuous (rolling) basis and reviewed in the order received, subject to available funds.
  • Help — Technical assistance (energy-savings estimates, cost estimating, project viability, ARRA requirements) is available — email larlf@la.gov.
