Solar Permitting

The Department of Conservation and Energy (C&E) is providing general guidance on the implementation of Act 279 of 2025, which establishes permitting requirements for large-scale solar facilities in Louisiana.

 

For facilities with a footprint of 75 acres or greater that are in operation, under construction, or being constructed on or before January 1, 2026:

Please review the Guidance Memorandum, Act 279 Immediate Solar Permits for detailed information.  

• Application submissions for an Immediate Solar Permit must include:

• Submit completed applications to DCE-Renewables@la.gov.

 

For facilities with a footprint of 75 acres or greater that begin construction after January 1, 2026:

Please review the Guidance Memorandum, Act 279 Solar Siting Permits for detailed information.

• Application submissions for a Solar Siting Permit must include:

• Submit applications to DCE-Renewables@la.gov.

 

Solar Ordinance

 

If Your Parish Has A Solar Ordinance

 

If your parish has enacted a solar ordinance, you are eligible to opt out of statewide siting requirements pursuant to La. R.S. § 30:1142(8).

To formally opt out of utilizing the statewide requirements for solar power generation facility siting pursuant to La. R.S. § 30:1144:

  • Your parish must confirm it has a solar ordinance.
  • Your parish must draft and adopt a simple resolution.
    1. The resolution must contain reference to the local ordinance.
    2. The resolution must be signed under local jurisdictional regulations.
    3. A resolution template has been provided as a resource.
  • Once adopted, a copy of the opt-out resolution and parish solar ordinance shall be sent to DCE-Renewables@la.gov for the purpose of record.

 

If Your Parish Does Not Have A Solar Ordinance

 

If your parish has yet to enact a solar ordinance, solar power generation facilities under development in your area are now mandated to follow the statewide siting requirements pursuant to La. R.S. § 30:1144.

If your parish wishes to enact a local ordinance, please either contact your area Regional Planning Commission or seek other sources of technical assistance.

As a resource, we suggest utilizing the Solar Development Toolkit developed in partnership through the Louisiana Department of Conservation and Energy.

Once your parish has enacted an ordinance, you may follow the procedure above to opt out of statewide siting requirements.
