RFP for Site Restoration Contractors to Restore Orphaned Well Sites with Federal Funds
The Louisiana Department of Conservation and Energy (“C&E”) anticipates releasing two Requests for Qualifications (“RFQs”) to remediate and reclaim orphaned well sites located in Louisiana with the ability to receive significant additional funding in the coming weeks. This work will include plugging of orphaned wells, removal of associated facilities, and water quality measurements.
C&E encourages qualified contractors to respond to upcoming RFQs and submit a proposal to perform oilfield site restoration and environmental services work in Louisiana. C&E recommends partnerships between larger contractors and smaller and local contractors to cover the entirety of operations included in the RFQs. Orphaned well sites initially planned to be addressed in this program are primarily located in North Louisiana with the potential to include wells in South Louisiana.
In addition to plugging orphaned wells, funding will also be used for other activities including soil remediation, water quality before and after site restoration, and decommissioning or removal of associated pipelines, facilities, and infrastructure.
To procure these services, C&E will use the Construction Management at Risk (CMAR) procurement method. This process requires a contractor to complete and submit a response to design and manage the performance of orphaned site restoration work, including well plugging, environmental measurements and sampling, and related services.
RFQ packets will be ready within the coming weeks. This announcement provides contractors advanced notice to plan and prepare their response. Companies can provide their contact information to be added to a distribution list concerning this effort.
